Also keep in mind that any city or county government that asserts it can do something better than the state (land use management, utilities, law enforcement, worker protection, etc.) will get a big F off.

I think that this is a key idea. If the principle of subsidiarity is in play it should be applied to the state government as well.

I actually wish more energy would be expended to increase subsidiarity, while also insisting on competence and accountability at that level (and building capacity for same), rather than trying to defend "remote control" where accountability is, in principle, much more difficult to ensure.
